Policy & Advocacy
To catalyze a clean hydrogen industry in the United States, CHFC designs and advocates for federal policies to scale the full supply chain for clean hydrogen production, transport, storage, and use, as well as the technology development and infrastructure needs across multiple sectors.
CHFC has played a central role in advancing federal hydrogen policy which would not have been possible without the collective engagement and credibility of CHFC’s membership.
Accomplishments Include:
Regional Clean Hydrogen Hub Program
Advising lawmakers on the design and creation of the Regional Clean Hydrogen Hub Program and the $8 billion in funding appropriated through the Infrastructure Investment and Jobs Act.
Since the selection of the seven hydrogen hubs, we have been working closely with Congress to keep them updated on what we are hearing from companies actively working on the hubs, which has led to multiple offices engaging with the administration to urge the advancement of this program.
45V Hydrogen Production Tax Credit
CHFC was a key participant in the design and creation of the 45V hydrogen production tax credit with lawmakers, the implementation of the tax credit before the IRS and Treasury, and in advocating and educating lawmakers on the importance of maintaining the 45V tax credit in the One Big Beautiful Bill Act, after both the House and Senate bills initially proposed eliminating the credit effective on December 31, 2025.
CO2 Intensity
CHFC initiated the shift to CO2 intensity-based definitions of hydrogen production methods and away from color coded categorization in federal policy.
