EPA Proposes Major Rollback of Greenhouse Gas Reporting Program
In September 2025, the Environmental Protection Agency (EPA) proposed eliminating most requirements under the Greenhouse Gas Reporting Program (GHGRP), a longstanding framework that requires thousands of facilities to track and report emissions data. The proposal would remove reporting obligations for nearly all industries, with limited exceptions for petroleum and natural gas systems.EPA argues the program no longer serves a necessary role under the Clean Air Act, signaling a broader shift away from federal emissions data collection. If finalized, the change could reduce reporting burdens for some entities but create uncertainty around emissions transparency, federal programs that rely on GHGRP data, and state-level reporting requirements.
